Only 14% of these incidents have resulted in federal prosecutions. To enhance safety, carriers are advised to vary routines and stay vigilant. In some areas of the country, carriers have faced sexual assaults. Their only defense is pepper spray against aggressive dogs. Public support and checking on carriers can make a difference.
